How to Avoid Delays When Digitoll Is Introduced

The Norwegian Customs Administration is introducing Digitoll, a new digital customs process designed to make the flow of goods across Norway's borders more efficient. The changes will be implemented gradually from September 2026, but from March 2027, accurate shipment information and documentation will become more important than ever.

For companies importing to or exporting from Norway, now is the right time to ensure that internal processes and documentation routines are in place.

What Is Digitoll?

Digitoll is the Norwegian Customs Administration's new solution for the digital handling of customs information.

The objective is to create faster and more efficient border crossings by ensuring that required customs information is submitted and processed earlier in the transportation process.

As a result, the quality and completeness of shipment data and documentation will play an increasingly important role in maintaining a smooth flow of goods.

When Will the Changes Take Effect?

From 15 September 2026

During the first phase, most businesses are not expected to experience significant changes.

However, it remains important to:

• Submit complete and accurate shipment information electronically

• Make commercial invoices available electronically

• Ensure that all required documentation is provided before shipments arrive in Norway

From 1 March 2027

The most significant change will take effect in March 2027.

From this date, customs clearance must be completed before a shipment can cross the Norwegian border.

If required information is missing or documentation is incomplete, this may result in:

• Delays in customs processing

• Extended transit times

• Temporary storage in a customs warehouse pending clarification

• Additional administrative handling

For businesses with time-critical deliveries, robust documentation processes will therefore become even more important.
